From the FAQ:
By default, comment pages display in the site scheme that is used for any system LiveJournal page. For Paid and Permanent accounts using the S2 style system, comment pages will display in the journal's style unless they choose otherwise; however, free accounts, as well as all accounts using the S1 style system, do not have access to customised comment pages.

Great. That confirms my suspicions but doesn't answer my question.

How in the heck do I choose otherwise!?

Go to Manage, then Info on the top of your Userinfo page. Scroll way down to right before "advanced options". There is a tickybox that says "view pages in your journal style". Click it to the off position and save. Voila!

I think that's the option to view everyone's comment pages in YOUR style. By default, that's off anyway.

If you're asking how to turn off your style and use the generic LJ style for your own comment pages, that's in the customize area.

Use simple comment pages
This disables customized comment pages even where they are usually available.

Ah, see you found it. The good ol' basic LJ style for comments ain't half bad. I might go that route myself. It's nice and wide for pics and also easier to read for your fic posts. Plus, I like having user pics on the right, but in my style, that causes the indents to also be on the right for nested comments which looks weird.
