This is honestly the first time something like this has happened in my neighbourhood. I could almost forgive if I was certain this was someone with a mental illness (though, agh, how one would cope with THAT -- you have my sympathies!). But it didn't seem to the case and just... just... agh. I'm still grumpy over that!
